Open the pre-installed Phone app on your Samsung Galaxy. Switch to the "Recents" tab and tap the three-dot menu icon in the top-right corner.
Choose "Settings" from the dropdown menu.
Tap "Block numbers" at the top.
Toggle on "Block unknown callers" if desired. Add numbers manually, or select from "Recents" and "Contacts."
For manual entry, tap the + button.

To unblock, simply tap the red minus icon next to the number.
Google Pixel devices use the "Phone by Google" app, which is also available on select non-Pixel phones (though some features may vary).
Open the Phone app and go to the "Recents" tab. Tap the three-dot menu in the top search bar.
Select "Call history" from the menu.
Tap a call entry to expand options, then choose "Block / report spam."
In the confirmation popup, optionally check to report as spam, then tap "Block."
