Head to the Google+ Hangouts On Air site and click Start a hangout on air.
A setup popup appears. Enter a name and brief description for your Hangout. Below that, find the Startups section, click Next, and select your date and time.
Hangouts On Air are public by default, viewable by anyone. For privacy, tag specific people or select a circle.
