Unlike menu bar apps, Chrome appears in your Dock. To stop it from launching at login:
Right-click (or two-finger tap on trackpad) the Chrome icon in the Dock. Select Options > uncheck Open at Login.

Apple's built-in tool lets you review and control all login items. Here's the step-by-step:
Step 1: Click the Apple menu in the top-left corner.
Step 2: Select System Preferences (or Spotlight search: Cmd + Space, type "System Preferences").
Step 3: Go to Users & Groups.
Step 4: Select your account and click Login Items.

Step 5: Unlock by clicking the padlock icon and entering your password.
Step 6: Highlight Chrome (or any unwanted app).
Step 7: Click the – button below to remove it.
